Part II described the extent to which our present method of delivering denture care is failing to meet the needs of our edentulous population and the likely injuries suffered by those who fail to obtain care. This part sets out available evidence concerning our prevailing denture delivery system and alternative systems.

Available evidence concerning the addition of the denturists as alternative sources of supply of denture care is then considered. Subpart E discusses the present non-dentist market, legal and illegal, in the United States.
