The large number of dentures which are currently provided illegally suggests that law enforcement efforts have been fairly ineffective. Relatively few denturists are prosecutor; it is estimated that about 200 such prosecutions occurred in 1978. Enforcement agencies may be hampered by low budgets. Moreover, in the absence of consumer complaints, detection of illicit practice maybe be difficult. In a few instances, law violation is tolerated. In March, 1977, denturists in Kentucky announced that they intended to deal directly with the public. One denturist firm employing 8 technicians has continuously engaged in such sales since that time, and claims to be seeing 60 to 70 patients per day. Although a complaint has been filed by the state, no further action has been pursued.
